So, pass a law that would jail persons that are non-citizens that are a public nuisance. Then they can be deported as criminals. Freedom of speech is not an absolute right (US Law). Demonstrations are generally legal free speech -- riots or inciting violence is not.
Governments can exclude benefits given to to non citizens or enact laws to makes this so.
