Yep...OTP definitely...been around for ages and still in use by the CIA and other agencies...a lot are just old broadcasts used to fool listeners by spoofing or in case the stations are ever needed again (keeps up appearances of multiple agents in the field)
If I remember correctly most of the voices are just recorded machine voices similar to what the telco's used
