Nazi Germany had little option but to go to war by 1939. Debt was spiralling, real employment in a mess and there was no way to sustain the country once the lending was cut off at their source. The invasions of Austria, Czechoslovakia, Poland just needed an excuse to take over more countries to sustain the country.

By 1939, Germany still imported 33% of its required raw materials, from countries it later invaded. Even America was investing and supplying Nazis with resources.

If in 1935 the International community had said stop building the Armed Forces of there will be no more money. WW2 would have been avoided.
