Not once.

The closest she came was "We will be ready with serious poltical, economic, and military responses." This is not a treat of war. A "military response" might mean we are going to send in troops to Ukraine. Or more missiles into Poland. But she surely and very clearly did not say "She was going to declare war on Russia".
