Presidents do not pass bills.
They teach that in junior high school civics class.
Same as the the Parliament and the Queen.
There is a lot of opposition in the Senate if a bill even resembled the now stayed Executive Order.
Trump just learned that an EO has limits and is not a dictate or royal proclamation. Trump found out how much he sucks at being President. I hope he learned a lesson, but by his behavior, he is acting like a 15 year old rich boy.
