Extremely boring and annoying.
Although this last episode finally started going back to showing more than 1 plot in 1 episode... should've started the season with that.

The Governer was like a cult leader, that made it convincing why people would follow him.
Negan is supposed to be a big ruthless badass, but he isn't convincing. Yes he's tall, but he has this weird skinny body. One gut punch and it will be enough to floor him. If your tactic is to impress people what a tough ruthless guy you are this isn't working.
Also, essentially he's keeping everyone in his crew hostage. It seems that nobody likes him, and that makes it even more unconvincing that his 'system' works. It's just not realistic. A leader has to have a base that at least likes him or is brainwashed to like him.
So: Nobody likes him, he kills or fucks people they love, and somehow nobody kills him. And also keep in mind all those people have been fighting for their life in the post apocalyptic zombie world for about a decade. And they let this guy somehow walk all over them.
