more likely scenario is that he got pulled over for some traffic violation, the guy started talking shit, so the cop noticed he is high as a kite, asked him to step out, he got aggressive, assaulted the police officer, etc.... then later when other cops showed up they searched his car and found a small bag of blow...
it's one thing to enjoy some drugs safely at home, which could be argued to be a victimless crime like you said, but what likely happened here was far from a victimless crime... starting from driving intoxicated (risking injury to others), to somehow ending up beating another person with a baton on the head...
