If you've got XP you can do it through the control panel.
Start -> Control Panel -> Administrative Tools -> Services
See if its there. Some command in the boot process is trying to open it, and services is the only thing I can think of other than the start menu. There may be other places to look, but I did my MCSE training back when win98 & NT4 were the most popular WinOS's, so I'm not entirely familiar with the technicalities of XP.
