Evveryone will have Payoneer/FirstChoicePay problems right now. I have those problems too and called their customer service. They are aware of the issue and their IT department is working to solve it as quickly as thye can. But at the moment, you cannot send money between accounts either in the Payoneer nor in the FirstChoicePay system.
At this time, we can only wait and hope they will fix it quick.
