Calling someone a "surrogate" doesn't make them a member of the Trump Campaign staff.
Especially a high-powered U.S. Senator who was sitting on the Armed Services Committee in the Senate.
I could call you a "surrogate" for the Democrat Party of the U.S. because you are always taking that side in debate.
But it doesn't mean that you are a part of the Democrat Party.
Here is the actual question from Sen. Al Franken and the answer from Sessions:
SEN. AL FRANKEN: "If there was any evidence that anyone affiliated with the Trump campaign communicated with the Russian government in the course of this (2016) campaign, what would you do?," the Minnesota Democrat asked.
SESSIONS: "I'm not aware of any of those activities. I have been called a surrogate at a time or two in that campaign and I did not have communications with the Russians."
Now you can take that as Sessions "lying" or you can take it as Sessions telling Franken that he was not a part of the Trump campaign and did not have meetings with Russian officials during the campaign and on behalf of the campaign.
According to The Washington Post Sessions spoke with the Ambassador from Russia in July and Sept. of 2016.

And when Sessions spoke to the ambassador...every media outlet in the U.S. was saying that every poll showed Trump LOSING in a landslide (remember those fake polls and fake news?)
Was Sessions really meeting with the Ambassador to talk about how to "meddle" in the election when the email dump had already happened months before?
Or was he meeting to discuss the sanctions...that had not even been talked about by Obama yet because he thought Hillary was going to win? (the sanctions happened in Obama's final days of Jan. 2017 as a "fuck you" to Trump)
Or was Sessions just doing his job as a senior high-ranking member of the Senate?
If you hate Trump...then you believe that Sessions was definitely working as a Russian spy.
If you like Trump, then the whole thing is just stupid.
Obviously I voted for Trump. I want to see his economic agenda realized. This shit is slowing it down.
Democrats are against him 100%, even if the things he wants are good...they will still be against it because if they can make him fail they will regain power.
Same stupid shit the Republicans did to Pres. Obama.
