Here in Vegas the only time you cant make a u-turn is if there is a sign saying its prohibited.
Otherwise, if you dont see a sign saying not to, you can assume you can do it.

On a side note, driving in Las Vegas sucks. Is this related to the U-turns? I don't know but I propose to study that in Phase II of my move to Las Vegas.
