Do you not realize the Republicare works the exact same but allows insurance companies the ability to charge a 5 to 1 ratio.. The five being the cost for elderly or high risk will be charged 5 times as much as the lowest..

That most certainly is "raising" the cost. Obamacare currently allows 3 to 1 ratio.

The entire point of large pool Heathcote plans is to spread the cost over lots of peoplease so the prices even out.
