if he can't get it up when she's not there it's likely a physical issue and he should see a doc
if the issue is intermittent it's prob a psychological issue. if that's the case he may be intimidated by her or has some sort of other mental block (maybe madonna/whore, is messed up about sex because of how he was raised, it could be anything really)
whatever it is he needs to solve it though, there's not much she can do but be supportive and encouraging.
how much does she like the guy? if he's not fucking her he's a friend. which is fine, friends are fun. friendship doesn't replace a sex life though, if nothing changes at some point she'll need to decide whether not fucking this dude works for her. there's a whole wide world out there of peeps with working equipment
