The thing is , what you described, happened in case of some mayor dating sites like aff, they were sued tons of time and lost but nothing changed. It simply worth more to pay a penalty and continue with same practice then abolish it . And also, times when affiliates actually got power to shutdown program which was caught shaving are long gone.
