It is a heavy oil and can not be refined just anywhere.
And it is cheaper oil because of that fact. The refined products have a high profit margin in South America.
Just something to think about I guess if we are really going to count jobs.

every morning you can count many have take the ditch " Driver fall as sleep " oups there another one JackKnife etc... Major problem with the icy road.
