To me this means one of two things. Either he doesn't have anything they don't already know or they don't need his testimony and he is going down anyway.

Remember Flynn has been floating immunity for awhile, the first reports came out 10 days ago.
I was watching a panel earlier with veteran prosecutors & former FBI and they said the only possible reason Flynn hasn't been given immunity is because they have hard evidence on him & any bigger fish they want ( paper trail, electronic footprints & evidence, recorded survailance, other key witnesses with immunity, etc. ). It's not like the old days, you leave digital tracks everywhere & Flynn is not very smart, his convos with the Russian ambasador are on record, imagine what else they have
