That is entirely possible; Mossad is outright scary. But the CIA has nearly unlimited resources. Just as an example, the only budget info I can find for the CIA is $27 billion in 1998. It seems the entire budget for the country of Israel in 2015 was $108 billion.
But when Mossad goes to war, they never stop.
