Indeed, nobody wants to stay in that cold, gloomy and overpriced shithole. But there is still a reason to build a border, because the Middle Eastern migrants use Norway as a launchpad to the normal EU countries. They enter Russia, fly to Murmansk and then cross the Norwegian and Finnish borders. I don't know about now, but just a few years ago, it was easy to get a Russian transit permission if those Arab migrants were able to prove they won't stay here and will go straight to Norway. Perhaps now this breach was closed.
Check this out:
FSB: migrants through Norway can bring to the EU the means of terror
This one:
Murmansk region is being "besieged" by Middle Eastern migrants traveling to Finland
And this one:
Norway began to return refugees refused refugee shelter in Russia
On the other hand, Russia and Norway have a mutual agreement about local movement. This means that locals who live near the Russian-Norwegian border can cross it freely form the both sides. So they build a border to stop Middle Eastern refugees. Will it work? I don't know.
