"underground bunkers that cant be bombed"...

so they cant use tear gas or wait it out because the problem basically contained itself underground?...I do not see the urgency to use chemical weapons I honestly dont...I am trying to stay open minded etc but this does not make any sense at all...or if its urgent what exactly is stopping them from throwing a bomb inside?....
