This is very, very simple.
North Korea is no threat to anyone. NK can make all the threats they want, beat their fists on their chests, launch missiles but... At the end of the day North Korea hasn't attacked anyone in the past fifty years. They are a paper tiger - They do not have a blue water navy, and cannot project military strength on anyone other than South Korea and even that would be fruitless.
We can send in two hundred thousand US troops, have thousands of Americans die, only to be faced with occupying another country and spend billions of dollars trying to support a country with no basic services.... Or we can let them continue to beat their fists on the chests.
Do you see what I am saying? We have two options:
1) Do nothing, and nothing happens.
2) Invade, have thousands of Americans killed, and spend billions trying to unfuck an entire country that doesn't have basic plumbing.
This is why no one does anything. The cost is too high and the reward is too little.
