You might want to get caught up on what's happening before making that kind of statement.
First off that bomb was "tested" in 2003...so no need to "test" it.
And secondly it was used on an ISIS installation that is located there:

Same area that they just killed one our Green Beret soldiers a couple of days ago who was trying to infiltrate that tunnel system.
