Over the years in San Diego I've shot everything from new recruits to Navy Seals, to special intelligence officers etc. and often higher command knows and has no issue, it's when someone reports it to get revenge that things go downhill, because then it's on record and people have to act on it.
Might also have to do if they are an Officer or not.. Officers are expected to be much more pristine and accountable for their actions than say a grunt is..
