The military is all over the place with punishing people for what they do on their free time. Often they don't and rarely when they do, if it was nothing against the law or having to do with paying a debt, you can get any actions reversed on appeal.

Over the years in San Diego I've shot everything from new recruits to Navy Seals, to special intelligence officers etc. and often higher command knows and has no issue, it's when someone reports it to get revenge that things go downhill, because then it's on record and people have to act on it.
