I don't know if it's completely silly - look at Japan where young guys just stay in their bedrooms (of their parent's houses) fapping off to hentai all day, no interest in real women at all. Japan has the lowest birth rate in the world.
Instead of age verification or banning porn completely, they should institute parental verification. You should only be allowed to fap off to porn once you've got your missus up the spout a couple of times. In the UK it's effectively the opposite thanks to Daft Dave and the requirement to contact your ISP to tell them you want to look at porn (which effectively rules out father's).
But it's true, given that Russian women are the most beautiful in the world I doubt if the men prefer to fap off to porn than date them. It's more a case of the women wanting careers, and I doubt if even Russian lawmakers would ever try to interfere with that.
