Honestly I thought it was a race thing at one point, but I notice I still cross the street if there's a white guy just as gangstered out. It's not a fear of black people or Hispanics (or where I come from, natives). We're just afraid of people who look dangerously unpredictable and most likely have mental problems. Though I don't speak for everybody.
