The problem is China. Whatever we do with North Korea, China will lie to us and supplement NK in fighting us. China is over 80% of NK's economy. China lies and says they are following sanctions when they aren't. All the nuclear materials and technology for NK's nuclear abilities were provided by China. China uses NK as a puppet to threaten Asia and the U.S.
