That is Syrians jumping the border to Israel according to google. I found the ones sying Mexicans and they were all dated 2016. This one is dated 2011. I think I will go with that.

And that appears to be a meme made of a conglomerate of images sourced back to "The 10 most dangerous cities in the world", a youtube video and a bunch of articles referencing a study. And guess what, not one of those cities is in the U.S./
