Any impoverished society around the world regardless of race will have high crime activity...... especially where American supplied guns are abundant.
Safety issues are because ludicrously wealthy officials prefer to spend towards wealthy constituents areas and corporate interests.

you're likely confused about 'classicism' - Jamaica is 'full of Blacks' as you's put it - but the diverse ethnic minorities there live intermixed well enough. The biggest problem in impoverished rife societies is prejudice from classicism - back to my earlier point.
