Did the CIA plan an assassination attempt against Kim Jong Un. Oh, absolutely without a doubt.

We have agencies in the military that spend all of their time planning against every possible contingency. We have plans to invade Mexico, Panama, Canada, the UK, France, and every other country. The US military even plans for wide scale military operations in the United States (in the event we are invaded). The US military, for example, keeps track of our freeways and bridges and railroads so in the unlikely event Russia invades via Mexico (Wolverines!) and we need to send tanks over freeway passes in San Diego - we need to know which bridges can handle the weight of the tanks.

The CIA also has plans. If the President of the United States says "We need to do X" the CIA has to be ready to put that plan into place immediately.

So yes, the CIA most likely has plans for an assassination attempt against Kim Jong Un. I am sure the US military has specs on every road and bridge in NK too.
