We have agencies in the military that spend all of their time planning against every possible contingency. We have plans to invade Mexico, Panama, Canada, the UK, France, and every other country. The CIA also has plans. If the President of the United States says "We need to do X" the CIA has to be ready to put that plan into place immediately.
So yes, the CIA most likely has plans for an assassination attempt against Kim Jong Un. I am sure the US military has specs on every road and bridge in NK too.
