ISI, ISIL already existed and jihadist militants were already in Libya - enemies of Gaddafi and a reason why Gaddafi was formerly the West's bully-boy in the region - briefly. ISIL/ IS started up in the Cheney era in Iraq. ISIS was already in Syria spreading from its base in Iraq - but it did grow dramatically due to the Libyan fiasco as you stated.
Clinton was Obama's version of Cheney- a sneaky warhawk who started the Ukrainian civil war and encouraged/ pushed the very hesitant Obama to join Europe and Canada's former neoLib/neoCon establishment leaders puppet-regime changing leaders to get rid off their former regional ally Gaddafi [ knowing his regime was cracking - just like the Ukraine's ].

The all too-warped mainstream media deliberately avoided investigating the truth behind the entire Libyan fiasco once it started going south beyond the fall of the regime - giving Obama a free pass. No Western news properly covered the ISIS militants involved in the Libyan civil war - ie, NATO helping them win power, nor were rebel atrocities and war crimes reported fully as well as ethnic cleansing and the war refugee crisis.... nor how the once big mecca of regional migrant haven the once wealthy Libya provided was now destroyed - all helping ISIS set up in Libya and now helping kill the Syrian rebels road to victory which was underway and further increasing the refugee migrant crisis from that area.
