There is very easy and cost effective way to solve this problem - setting half-way houses for violent and repeating offenders overseas. It would cost pennies on a dollar to set up “entertainment camps” in lovely Mogadishu or beautiful Monrovia. Give criminals a choice – 15 years in max security pen or 7 years in half-way house. But - in Mogadishu. Its not like those people know where Mogadishu at, right? To sweeten the deal advertise it as sea shore paradise with everlasting sun and cheap alcoholic beverages. Easy access to guns and no forced employment. Farther, tell them that everyone who takes the deal will be flown first class on a 747-200. Of course there will be only one class on cargo flight chartered from Pakistani Air, so it's all 1st class tags spray painted on each seat. Within 3 years, 80% of them will be either dead or so deep into tribal wars they wouldn't want to come back. Problem solved.
