The people who pull the levers of power are deeply invested in creating and accelerating any and all tensions between the United States and the Russians. They have strong motivation, not the least being a desire to fuel profits for the armaments industry. There is also a powerful political purpose not entirely consistent with the best interests of the United States itself. And finally, Russia has always been a good bogeyman to scare ordinary Americans into making irrational choices.
In fact - and I say this as one of the Cold War vets who faced 65 divisions of Soviet tanks in West Germany - and who directly supported the Pershing nuke units - there simply is no good reason why the United States and Russia should not be working closely together in all things. When the Russians ended the Soviet model, we were all about promises to help their economy and to work with them closely to form a new order of things. It didn't last long.
And now, those who are behind setting up Russia as that bogeyman, use anti-Russian hysteria to block Trump at every turn and to damage his ability to do his job. The truth is that co-operation with Russia makes for a better US and world economy and betters the chances for peace, security, and prosperity in the world. No radical terrorists could survive long against the combined joint co-operation of the US and Russia aimed at their erradication. There simply is no good reason for the hostility, the hysteria, or the fear-mongering. There are many bad reasons to paint the Russians as evil-doers. Next time you see examples of this in our mainstream news, kindly ask yourself who is benefiting from this campaign of propaganda and misinformation.
