Do you want bathroom attendants to ask for proof of immigration status before one takes a piss? Any foreign national can apply for marriage license. How do you think people get married in Vegas?
A buddy of mine was born and raised in San Antonio, Texas. His family (100% Latinos) lived there long before it became part of the USA and you can probably call him Native American.
