every article i've read says nothing like this. every article about it says the exact opposite.
its a world bank program, overseen and controlled by the world bank and other than promoting the cause, has nothing at all to do with it, its administration or how funding is spent.
its one thing for everyone to be biased.

its another thing entirely to keep chanting lies over and over and over again until you're convinced of their truth and are left functioning at the level of Rochard, living in a self created fantasy world.
