This is true but government policy cannot do much if it attempts protectionism.
If two people have the same abilities and talents in two different countries why is one better than another? Because he looks like you or me (of the Western World)? Because he speaks the same language?

Hindsight is always perfect -- foresight and having visionary ability is rare ... The past is not always indicative of the future.
- The Obsoleted workers will form an informal economy -- below the radar and untaxed.
- The top 20% will bear the tax burden but will no longer be forced to pay for the Obsoleted.
- The top 1% will pay the least -- on a percentage basis anyway.
At least, that is what is being proposed here -- *there's some foresight to consider*
