First, majority of the people in Southern Philippines are Muslims, before even the Spaniards came.
Clash with the rebel groups has been on going for decades because they want to "separate" and be a state. There has been decades of peace talks but nothing concrete.
The so called take over in a small Marawi City is just a marketing strategy of these local rebels to gain attention and recognition from ISIS themselves.
Now the declaration of Martial law is under the Philippine Constitution and it's the President who will declare it but Congress will approve it. It is legal and it is in the law.
It will last for 60 days, the courts are still open and functioning, suspension of civil laws etc so the military can do it's job quickly. Everything is still in order. There will be some lapses for sure but this is the better way to solve certain threats.
There will be curfew so everyone will be safe. Until the bandits are wiped out he can lift the martial law.
Actually, there had been four previous declarations of Martial Law and the latest is just 7-8 years ago because a similar unrest within the Southern Philippines as well.
Some people says it's evil.. people in South Philippines says it's heaven.
