Emergency Act for public safety. The US interned the Japanese that way. When facing imminent danger -- civil rights get suspended. I don't know all the mechanics of English law but I am sure there are legal loopholes.

Look at how they the USA made the internment camp at Gitmo ... The scale was small so it was accepted but often challenged. Gitmo is still there -- isn't it?
