Nope, this isn't Trumpcare. This is what Obamacare had baked into it. The only reason it has happened is because the Dems have obstructed Trump at every turn. Obama set up the risk corridors to refund the providers as a failsafe to entice them to participate. Thank Obama and the Dems for this, not Trump.
