Gaijin (外人) literally means Outside Person. Technically a person outside of your social circle, work network, hometown, can be a gaijin.
The PC term now for someone who isn't Japanese is Gaikokujin （外国人）literally meaning person from a foreign country. I don't see anything racist about either term by itself though the former generally is now frowned upon.
Also calling them 'Japs' is pretty racist which makes your post sound somewhat hypocritical.
