If they blow up a building we tactically nuke an entire city, etc........ etc......etc..........Travolta said it best. It would make the sheer thought of committing a terrorist act so unthinkable because of our devastating response (from a movie but true). People will say, nope won't work. It worked very well in the cold war for over 50 years. First though you have to actually show you have the resolve to do it. Not draw red lines in sand. This whole terror thing would end and right quick.
