Why? The US or any other nation is allowed to sail its Navy on the open seas.
The question should be does the West allow a rogue nation like NK to continue to develop weapons of mass destruction, the technology to deliver those weapons to the West and sell them to the enemies of the West?
We know the answer if that rogue nation has oil.
The West ignored the military build-up of Nazi Germany and suffered the consequences. China is now a major military threat, Russia has been since the end of WW2. The only thing stopping NK from invading SK is the US. Should the West allow it because it's too expensive to protect SK?
Or should the West come together and tell China it will face trade restrictions if it fails to control the NK regime? Trade restrictions have been used before and preferable to war.
