The (US) courts have addressed this question before. A YouTube Prankster was charged by the police. He went to court. The case's conclusion was that pranks are legal.

Philosophically, forbidding pranks would be the most un-American thing ever. That's against liberty, a fundamental American value.

Other countries? Probably, probably not. Who knows.
