Edit: actually It looks like he was going the wrong way down a one way street? Was the street closed off or something?

You don't have to get into "if" it was a dick move. It absloutly was a dick move. The guy should have his license suspended, he is clearly not responsible enough to have the privilege of driving on public streets.
He drove the wrong way up a one way street he most certainly did not have a right away.
