No, he was impeached. This is not "he wasn't impeached by the Senate so thus he was not impeached". Clinton was in fact impeached by the House.

The very article you quoted says he was impeached:

Upon the passage of H. Res. 611, Clinton was impeached on December 19, 1998, by the House of Representatives on grounds of perjury to a grand jury (by a 228?206 vote) and obstruction of justice (by a 221?212 vote).


I think what happened to President Clinton here was massive miscarriage of justice. I was a full on Republican back then (under Reagan we were "going to beat the communists") but what happened to President Clinton was wrong. This would not have been allowed in a court of law. They were able to put him under oath for an investigation into Whitewater and asked him questions about his sex life that had no connection to the investigation. That was about the time when I discovered the Republican party was less about truth, and more about beating the other party.

But no matter how you spin it, Clinton was in fact impeached.
