The very article you quoted says he was impeached:

I think what happened to President Clinton here was massive miscarriage of justice. I was a full on Republican back then (under Reagan we were "going to beat the communists") but what happened to President Clinton was wrong. This would not have been allowed in a court of law. They were able to put him under oath for an investigation into Whitewater and asked him questions about his sex life that had no connection to the investigation. That was about the time when I discovered the Republican party was less about truth, and more about beating the other party.
But no matter how you spin it, Clinton was in fact impeached.
