Drumpf's admin has come in and fired many of these positions with out their incoming people being trained for the job, many have never even been replaced to this day. We saw this the 1st week when Trump's team couldn't even operate the lights in the WH and were having meetings in the fucking dark. Of course you can't look at this logically and understand why it was a problem, but instead resort to calling people who point out their incompetence "snowflakes".. Why do you do that because you, just like the rest of the right wing has gone fucking mental to the point everyone not on your team = the enemy..

This is exactly what seems to have happened. Usually the transition team comes in, evaluates each department, starts hiring, and either start training before the new president takes office, or the original staff remains on board for a few weeks after the new president comes on board to help train the new people.
With the travel department, no one from the transition team contacted the travel department, and instead they all got let go. There was no replacements to train, and no training done.
This explains why it took so long for Trump to make a foreign visit, and this explains why they failed to secure a hotel for a major trip.
It seems that most of the government positions are still empty.
