A grand jury is a "fishing trip" as an attempt to see if they can build a case which a jury will convict. If they had a case right now they wouldn't need a grand jury. The very fact they want a grand jury shows they have a weak case.
The entire purpose of a Grand Jury is to "determine" if charges should be brought. It doesn't mean they have a case. If they had a case they wouldn't "have" to use a grand jury. They would instead make the charges and take it to criminal court. (ie they don't have a case, they just want it to be a case)
Regardless, if they did something wrong we should find out, but I suspect this is just Trump trying to get payback..
