You don't know how it works obviously. A investigation begins and if there is enough evidence for a felony offense, then and ONLY then does it go to the grand jury. Investigators and prosecutors don't "consult" grand juries with every case they have to determine who's charged. They consult with them before they bare the expense of a costly trial for felony offenses.
