Like intent to commit murder, intent to commit robbery, intent to defraud, etc. Planning to commit a crime can often get you as much time or more than commiting the crime. This is why Trump Jr. hired a criminal defense attorney, because, at a minimum, he needs a criminal lawyer to defend his criminal intent or even worse, a crime.
