Yes now try looking for before that when PO was in power. The numbers are much larger, and also don't forget that we're talking not just about foreign owners but companies in poland that are owned by foreign capital, and we're not talking about some german guy buying a 1000m2 lot in some village near the german border. For instance Ikea Polska is still swedish capital but now it's a polish company. It's enough someone starts an SPZOO here and suddenly it's a polish company buying the land and they don't need any special permissions.
