When a dictatorship begins, and is done right, the majority of citizens don't realize control is being taken from the government of the people and given to hand picked oligarchs chosen by the dictator. You see this in Russia.

The EU is not a dictatorship as there is not one man calling the shots and oligarchs chosen by that man to control regions.

No, what you are referring to is called an autocracy. The EU is an authoritarian oligarchy/"group dictatorship". Kaczynski will never be a dictator, he knows he's not well liked which is why he didn't run for any office himself.
